This accreditation signifies that we meet an international standard of practice based upon a treaty, the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption. It allows us to continue our mission of bringing hope, love and a permanent family to children in need.

The Hague Convention on the Protection of Children and Co-Operation in Respect of Inter-country Adoption, known as “the Hague Convention” is an international agreement between countries that is designed to protect children adopted across national boundaries. It establishes protection for children, birth parents and adoptive parents while it also endorses the concept of international adoption as a means for orphan children to receive permanent, loving families.

The Hague Convention has two fundamental goals:

  • Having the best interests of children considered with each intercountry adoption; and
  • Preventing the abduction, exploitation, sale, or trafficking of children.

The Intercountry Adoption Act
On October 6, 2000 President Bill Clinton signed into law the Intercountry Adoption Act of 2000, the US implementation of the Hague Convention on International Adoption. To view the IAA in its entirety, please click here.

Summary of the Provisions of the Intercountry Adoption Act of 2000 (IAA)
The State Department oversees the process of accreditation and approval of US adoption service providers, and has designated two non-federal qualified accrediting entities, the Intercountry Adoption Accreditation & Maintenance Entity (IAAME) and the Center for Excellence in Adoption Services (CEAS), to perform the actual Convention accreditation/approval functions pursuant to Hague standards and procedures. The accreditation of Madison Adoption Associates is overseen by CEAS.

The State Department and Department of Homeland Security have also established a case registry for all incoming and outgoing adoptions covered by the Hague Convention as well as non-Convention intercountry adoptions.

As a Hague Accredited Agency, Madison Adoption Associates is required to provide certain specific information to clients upon initial contact.
